Some of those penalties quoted (especially out of context) are really grave. However, Uganda has those similar penalties for girl child defilement and no one complained so why should it now be such a big problem when the boy child is also being protected? Uganda is largely christian and I think we should all give the Ugandan people their space instead of trying to get them to adopt western thinking. Most couples I have met have only 2 or 3 children so the fertility hype in my view aint as bad as they make it seem.
